Some churches are hesitant to get involved with Prison Ministries, or they avoid it altogether. Fear, stereotypes, and uncertainty can create barriers that stop members from stepping into ministry, which keeps returning citizens isolated from the help they need.

Churches and Transitional Houses can use this guide to incorporate individual elements presented in this resource into their ministry. The choice of what to implement should be based on an evaluation of the following:

• What your ministry team feels would be most beneficial to those you serve.
• What your ministry team feels you have the capacity to offer.
• What is already being offered in your community to which you can refer your participants.

This guide includes:

• Ideas that can be implemented within the context of a house, or without housing options.
• Resources that ministries can tailor to support their local needs.
• Reflections of the best practices for the United States, Canada, and Bermuda.

How we treat returning citizens when they come to our churches is reflective of how we treat Jesus. He always identified with the downtrodden and the disenfranchised because He also was a prisoner and disenfranchised.
